Got an Inoperable Car Notice? The Rules in Each South Suburb

By H&H Cash for Junk Cars Chicago · Last updated

What is an inoperable vehicle under village rules near Riverdale?

Around Riverdale, an inoperable vehicle is usually one that can't run under its own power for 7 days in a row; Dolton uses 10 days. Most villages treat one kept in public view as a nuisance and can order it removed. H&H Cash for Junk Cars Chicago tows it free and pays you before that deadline.

Read the date on the notice first

An inoperable vehicle notice is a deadline. The village is telling you a car on your property, or on the street, meets its definition of inoperable or abandoned, and that it’ll act if you don’t. The most useful thing on that notice is the date: most of the villages near our Riverdale lot give about 7 days from the notice before removal.

Selling the car before that date is the simplest way out. We tow for free and pay at pickup by cash, Zelle or Cash App, and we can often come the same day.

Nine villages and Chicago, compared

These summaries come from each village’s code of ordinances. The links on each town page go to the sections.

Place When a car counts Where it’s a problem What happens next
Riverdale Can’t be driven for 7 days in a row Kept outside or under an unenclosed roof Removal order with 10 days to comply; 72 hours on a street is presumed abandoned
Calumet Park Parts removed or damaged for 7 days Public or private property, in public view Notice mailed; village removes it 7 days after the notice date
Dolton Junked, wrecked or stripped, can’t run 10+ days Any street, any public or private property Must be moved, enclosed or disposed of on notice; removal billed to the owner
Phoenix Can’t run under own power for 7 days Any public or private property Dispose of it on written notice; police may impound
South Holland Can’t run for 7+ days Any public or private property Removal after a 7-day wait with notice and hearing
Dixmoor Parts removed or damaged for 7 days Private property over 48 hours outside a building; any street Removal 7 days after notice, hearing offered
Blue Island Can’t be driven on public streets for 7 days Abandoning in public view is unlawful except on your own property Notice by mail or windshield; removal no sooner than 7 days
Merrionette Park Damaged or junked Any open lot or premises in public view Vehicles in violation may be towed to the village pound
Chicago (South Deering, Altgeld Gardens) Unmoved 7+ days and deserted, or 2+ days unregistered on the street Public way; hazardous dilapidated cars on private property too Towed to a city pound; unclaimed cars sold for scrap

The rules have a few common exceptions:

  • Inside a building. A car in a fully enclosed garage is exempt in Riverdale, Calumet Park, Phoenix, South Holland, Dixmoor and Blue Island. Riverdale is explicit that a carport or open shed doesn’t count.
  • Old historic vehicles. Calumet Park and Phoenix exempt operable historic vehicles over 25 years old, and South Holland exempts antique vehicles 25 or more years old.
  • Vehicle businesses. Repair shops, wrecking yards and similar businesses operating in the right zone.
  • Short repairs. Riverdale allows a repair finished within 21 days, at most twice a year. Blue Island and Calumet Park exclude temporary repairs. Dixmoor gives 14 days after a notice.

An old project car in the driveway with a tarp over it doesn’t fit any of these.

What “in public view” means for you

Several codes, including Calumet Park’s, Dixmoor’s and Merrionette Park’s, focus on cars that the public can see. A car in a back yard behind a solid fence is in a different position from one in the front driveway. Riverdale lets owners keep up to two restoration projects in a back yard behind a 5-foot opaque fence. South Holland and Phoenix go further and apply their rule to any property, visible or not.

What to do this week

  1. Note the deadline on the notice and when it was dated.
  2. Decide: fix, store or sell. If the repair costs more than the car is worth to you, selling is the clean answer.
  3. Call us or use the form. Describe the car honestly, including that it doesn’t run.
  4. Get your papers together. Title if you have it; otherwise list what you have and we’ll confirm on the call whether Illinois rules let those papers work.
  5. Take off your plates and empty the car. Our checklist for before the tow truck arrives has the full list.

If it’s winter, the clock often runs faster because snow rules add pressure; see junk car removal in snow. If you need the car gone today, read same-day junk car removal.

A note on this page

Village codes change. We’ve summarized the rules as written in each village’s published code, and each town page links the sections we used. If your notice cites a different section or a different number of days, the notice is what counts. The removal side is the same everywhere: non-running car removal is free and you’re paid at pickup.

Short answers

What does inoperable motor vehicle mean?

In most village codes near Riverdale, it means a vehicle that can't be driven under its own power for a set period, usually 7 days, because parts are removed, damaged or broken. Several codes also count a car that can't be driven legally, for example because it has no valid registration.

Does keeping the car in my garage make it legal?

In most of these villages, yes. Riverdale, Calumet Park, Phoenix, South Holland, Dixmoor and Blue Island all exempt a car kept inside a building. Riverdale specifically doesn't exempt a car under a roof that isn't fully enclosed.

What if I'm in the middle of repairing it?

Some codes allow it for a limited time. Riverdale allows a repair finished within 21 days, at most twice in 12 months, and Dixmoor counts a car under repair as inoperable if it isn't fixed within 14 days of a notice. Dolton treats repairs done outside an enclosed building in a residential area as a nuisance.

Can I just sell the car instead?

Yes, and before the deadline is the best time. We tow for free and pay at pickup, so the notice ends with money instead of a towing bill.
